\u2022Iniciativa busca reformar la ley de protecci\u00f3n civil para unificar protocolos y garantizar campa\u00f1as permanentes en todo el pa\u00eds<\/p>\n\n\n\n

CIUDAD DE M\u00c9XICO.\u2014 Los segundos previos a una emergencia pueden definir la diferencia entre sobrevivir o no. Bajo esa premisa, el senador mexiquense Enrique Vargas del Villar present\u00f3 una iniciativa para reformar la Ley General de Protecci\u00f3n Civil y establecer como obligatorios los sistemas de alertamiento temprano y las campa\u00f1as permanentes de prevenci\u00f3n en todo el territorio nacional.<\/p>\n\n\n\n

La propuesta, impulsada desde el Grupo Parlamentario del Partido Acci\u00f3n Nacional en el Senado de la Rep\u00fablica, plantea fortalecer la coordinaci\u00f3n entre los tres niveles de gobierno para garantizar que la poblaci\u00f3n reciba avisos oportunos ante fen\u00f3menos naturales y conozca c\u00f3mo actuar frente a riesgos.<\/p>\n\n\n\n

El planteamiento parte de un diagn\u00f3stico amplio: entre 2000 y 2023, M\u00e9xico registr\u00f3 m\u00e1s de 300 desastres naturales que generaron p\u00e9rdidas superiores a 700 mil millones de pesos. Adem\u00e1s, datos del Centro Nacional de Prevenci\u00f3n de Desastres indican que m\u00e1s del 70 por ciento del territorio nacional est\u00e1 expuesto a fen\u00f3menos hidrometeorol\u00f3gicos, s\u00edsmicos, volc\u00e1nicos, incendios forestales o deslizamientos de tierra.<\/p>\n\n\n\n

La iniciativa advierte fallas estructurales en la gesti\u00f3n del riesgo: comunicaci\u00f3n limitada en zonas rurales, falta de coordinaci\u00f3n entre \u00f3rdenes de gobierno, protocolos no homologados y campa\u00f1as informativas irregulares que no alcanzan a toda la poblaci\u00f3n. Tambi\u00e9n se\u00f1ala que en diversas entidades los sistemas de alerta funcionan con est\u00e1ndares distintos o incluso carecen de infraestructura.<\/p>\n\n\n\n

Para revertir estas brechas, la propuesta plantea que las campa\u00f1as de informaci\u00f3n y prevenci\u00f3n sean obligatorias en federaci\u00f3n, estados y municipios; que los sistemas de alerta temprana operen bajo criterios t\u00e9cnicos uniformes; y que la difusi\u00f3n de avisos utilice de manera simult\u00e1nea radio, televisi\u00f3n, telefon\u00eda m\u00f3vil, plataformas digitales y altavoces comunitarios, priorizando las zonas m\u00e1s vulnerables.<\/p>\n\n\n\n

El proyecto tambi\u00e9n prev\u00e9 mecanismos de financiamiento federal para fortalecer la infraestructura de alertas en municipios de alto riesgo \u2014incluidas demarcaciones de la Ciudad de M\u00e9xico\u2014 y obliga a las entidades federativas, como el Estado de M\u00e9xico, a elaborar mapas de riesgo y programas anuales de prevenci\u00f3n.<\/p>\n\n\n\n

Vargas del Villar subray\u00f3 que la prevenci\u00f3n debe ser una responsabilidad compartida entre gobierno y sociedad, al advertir que la recurrencia de sismos, huracanes, inundaciones e incendios exige anticipaci\u00f3n institucional. \u201cLos minutos, incluso segundos previos a un evento peligroso, pueden significar la diferencia entre la vida y la muerte\u201d, afirm\u00f3.<\/p>\n\n\n\n

De acuerdo con estimaciones internacionales citadas en la iniciativa, los pa\u00edses que cuentan con sistemas de alertamiento temprano eficaces reducen la mortalidad por desastres entre 40 y 70 por ciento, un margen que, seg\u00fan el legislador, justifica la urgencia de fortalecer el marco legal en materia de protecci\u00f3n civil.<\/p>\n\n\n\n
